World Athletics Certification Consultancy (Class 1 / Class 2)
The certificate defines which international competitions a facility may host. We run the process from survey and application file through laboratory coordination to the issued certificate.
Class 1 versus Class 2
World Athletics facility certificates are issued in two classes. Class 1 is required for the highest level competitions under paragraph 1.1 of the International Competition definition and requires an in-situ surface test report from an accredited laboratory. Class 2 is the class required for international competitions under paragraphs 1.2 to 1.10. In both cases the certificate depends on the facility being complete, with all event sites matching the relevant Construction Category.
The certificate also states the facility Construction Category (I–V), which reflects the equipment level defined in the Track and Field Facilities Manual. Some certificates carry technical notes for missing or restricted areas, such as an absent steeplechase water jump.
Process steps
- Gap assessment. The existing facility is reviewed against the targeted class and category.
- Outstanding works list. Geometry, equipment and documentation gaps are reported with cost and schedule impact.
- Survey and reporting. The measurement report is prepared in World Athletics format.
- Surface testing. Where required, in-situ testing is coordinated with an accredited laboratory.
- Application file. Application form, marking plan, measurement and test reports, drawings and photographic annexes are compiled.
- Follow-up and closure. Correspondence, revision requests and issue of the certificate are tracked.
Certificate management and validity
Facility certificates are time limited; the validity date printed on the certificate governs. Resurfacing, changes to markings or reconfiguration of event areas can affect the scope of the certificate, so we track validity dates in our project follow-up and schedule renewal surveys in time.

How long is a certificate valid?
Facility certificates are time limited and typically carry a five-year validity. The binding date is the one printed on the certificate.
Is laboratory testing always required for Class 1?
Yes. Class 1 requires an in-situ surface test report from an accredited laboratory. The requirement differs for Class 2.
Does resurfacing invalidate the certificate?
Changes to surface or geometry affect the certificate scope; re-survey and a new application may be required. The decision depends on the nature of the work.
How long does certification take?
